Introduction
The rule covers the registration of names and complete addresses of relevant manufacturers, packers and importers. The package-label duties in other rules remain a separate compliance task.
G.S.R. 418(E) took effect on publication in May 2026 and adds Rule 27(2)(d), a proviso to Rule 27(3), and Rule 27(5). This guide reads those additions with the principal Rule 27 text.
Key takeaways
Apply to the correct authority
Rule 27(1) names the Director or Controller. The application identifies the applicant, premises and pre-packed or imported commodities.
Name the responsible director
For a company application, new Rule 27(2)(d) calls for the name of the director responsible for violations under the Act and Rules.
Update changes annually
New Rule 27(3) proviso requires a company or firm to update changed particulars annually through the online-portal option described in the amendment.
Certificate remains valid until cancelled
New Rule 27(5) states the registration certificate's continuing validity; this does not remove the duty to keep applicable details updated.
Check whether Rule 27 applies
Identify each entity that pre-packs or imports commodities for sale, distribution or delivery. Record the activities, premises and products before preparing the registration application.
Prepare the application particulars
The principal rule asks for applicant name, complete premises address and commodity names. Where the applicant is a company, the 2026 amendment adds the director responsible for violations. Check the operative form and authority for the business location.
Track timing and changes
Rule 27(1)(ii) states a 90-day application period from commencing pre-packing for a later-starting applicant, while the opening words also cover importers. An importer should check the operative filing deadline with the Director or Controller rather than infer a different trigger from this summary. For a company or firm, maintain changed address, product and country-of-origin details for the annual update described in Rule 27(3).
Maintain the registration record
The principal rule describes return of an incomplete application within seven working days and registration where complete. Since May 2026, Rule 27(5) says the certificate remains valid until cancelled; keep the certificate and change history together.
Practical checklist
Do
- Confirm the covered packing or importing entity and each premises.
- Prepare product names and the responsible director's details where relevant.
- Keep filing and certificate records.
- Calendar the annual changed-particulars update.
Avoid
- Do not assume a continuing certificate removes update duties.
- Do not confuse Rule 27 registration with approval of every package label.
FAQs
Must the certificate be renewed each year?
The inserted Rule 27(5) says it remains valid until cancelled. Rule 27(3)'s annual update for changed particulars is a separate obligation for a company or firm.
Does Rule 27 registration approve all retail labels?
No. Registration of the entity and package declarations under the other Packaged Commodities Rules are separate matters.
