Legal Metrology (Packaged Commodities) Rules, 2011
Guides to selected business obligations in the Legal Metrology (Packaged Commodities) Rules, 2011, read with notified amendments through September 2026. Seven current, source-checked topics are included; this is not a guide to every Packaged Commodities Rule.
These explanations are not a reproduction of the complete Gazette text. Check the official instruments linked below before relying on a compliance conclusion.
The notified replacement of Rule 6(10A) begins on 1 July 2027. The Rule 6(10A) guide describes the wording operative on 9 October 2026. Read the future amendment.
Rule 3
Application of the retail-package chapter
Rule 3 states when Chapter II of the Packaged Commodities Rules does not apply. It lists specified quantity thresholds and packages meant for industrial or institutional consumers; the test is narrower than a blanket exemption from all legal-metrology law.
Rule 4
Regulation for pre-packing and sale of commodities in packaged form
Rule 4 connects the act of pre-packing with the declarations required on the package or a securely affixed label. Its May 2026 amendment permits qualifying importers to make mandatory declarations in specified bonded warehouses, provided each retail pack is complete before it leaves.
Rule 6(10A)
Country-of-origin filter for imported products on e-commerce listings
Since 1 July 2026, Rule 6(10A) requires an e-commerce entity selling imported products to provide product listings in a searchable and sortable filter specifying their country of origin.
Rule 24
Declarations on wholesale packages
A wholesale package must clearly state the relevant manufacturer, importer or packer name and address, the commodity identity, and the number of retail packages or total net quantity.
Rule 25
Restrictions on sale of export packages in India
An export package cannot be sold in India unless the manufacturer or packer has repacked or relabelled it in accordance with Chapter II of the Packaged Commodities Rules.
Rule 27
Registration of manufacturers, packers and importers
Rule 27 requires a business that pre-packs or imports commodities for sale, distribution or delivery to apply to the Director or Controller for registration of its name and complete address. A 2026 amendment adds director details, annual updates and validity until cancellation.
Rule 28
Registration of shorter address permissible
A manufacturer or packer may apply to the Director or Controller to register a shorter address in addition to the complete address supplied under Rule 27.
