The TDS applies to the full consideration including the value of land, construction, stamp duty, registration fees, and other charges. This applies to both resident and NRI sellers. The buyer does not need TAN for filing Form 26QB. Failure to deduct TDS attracts disallowance of the property cost and interest/penalty.
