Introduction

This is the licence application provision, distinct from the registration route in Regulation 2.1.1. The application goes to the concerned Licensing Authority identified through Regulation 2.1.2(3) or (4).

The 2011 provision is retained in FSSAI's amended licensing framework; the March and June 2026 final amendments do not substitute Regulation 2.1.3. Check the current Schedule 2 document list and Schedule 3 fee for the particular activity before submission.

Key takeaways

Use Form B

The regulation specifies Form B of Schedule 2 for an application for grant of a licence.

Attach the right supporting papers

A self-attested declaration in the Annexure 1 format and copies of documents listed in Schedule 2 Annexure 2 accompany the application.

Pay the applicable fee

The application includes fees prescribed by Schedule 3; the amount depends on the applicable licensing category.

Confirm licence rather than registration

First classify the food business under current Regulation 2.1.1/2.1.2 and FSSAI's operative turnover order. A registration applicant should not blindly use a licence Form B workflow.

Prepare the Form B package

Complete Form B with the actual premises and activities. Assemble the self-attested declaration and current Schedule 2 Annexure 2 documents for those activities.

Choose authority and fee

Identify the State or Central Licensing Authority under Regulation 2.1.2 and pay the Schedule 3 fee applicable to that application. Keep an application acknowledgement and copies of everything filed.

Practical checklist

Do

  • Match the application to the actual food activities and premises.
  • Use the current Schedule 2 document checklist and Schedule 3 fee.
  • Keep the submitted Form B, documents and acknowledgement.

Avoid

  • Do not reuse an old registration or renewal checklist without checking the current category.
  • Do not assume one generic document list fits every food activity.
