What is the GSTR-9 annual return?
GSTR-9 is the annual GST return required to be filed by every regular registered taxpayer under Section 44 of the CGST Act, 2017. It is a comprehensive consolidation of all monthly returns (GSTR-1, GSTR-2B, and GSTR-3B) filed during the financial year. Unlike monthly returns, which report individual months, GSTR-9 provides a year-long consolidated view of your GST compliance.
The annual return has 26 tables covering every aspect of GST compliance: outward supplies (from GSTR-1), inward supplies and ITC (from GSTR-2B/GSTR-3B), tax payable and paid, interest and late fees, and any corrections to previously filed monthly returns. This makes GSTR-9 the most comprehensive GST filing - and the one most likely to reveal errors or missed entries from monthly filings.
If aggregate turnover in the financial year exceeds ₹5 crore, GSTR-9C is also required (Rule 80(3)). GSTR-9C reconciles the figures in GSTR-9 with the audited financial statements. Since the Finance Act, 2021 and Notification No. 30/2021-Central Tax, it is self-certified by the taxpayer; a CA or CMA certificate is no longer required. Where GSTR-9C is required, filing GSTR-9 alone does not complete the annual return (Circular No. 246/03/2025-GST).
Note what GSTR-9 cannot do: you cannot claim missed ITC through GSTR-9, and GSTR-9 cannot be revised once filed. Any additional tax liability found while preparing it is declared in GSTR-9 and paid through Form GST DRC-03, with interest where due. Errors are best corrected in the monthly returns within the time allowed by Section 39(9).
GSTR-9 vs GSTR-9C (and GSTR-4 for composition): which applies to you?
Three annual return forms exist. Only one applies to you, depending on your scheme and turnover.

प्रक्रिया
How GSTR-9 filing actually works
The annual return is more involved than monthly returns. We handle the reconciliation and CA review.
Download all monthly returns
We download all 12 monthly GSTR-3B and GSTR-1 filings from the GST portal for the financial year. We also pull GSTR-2A/2B for each month.
Reconcile 12-month data
We match outward supplies across GSTR-1 and GSTR-3B for each month. We identify discrepancies, missing entries, or amendments made during the year.
Fill GSTR-9 tables
We populate all 26 tables of GSTR-9: outward supplies (Tables 4-10), inward supplies and ITC (Tables 8, 9, 10), interest and late fees (Table 5), and corrections to monthly returns.
Cross-verify with audited accounts
We match turnover, tax payable, and ITC claimed in GSTR-9 against your audited financial statements. For turnover above ₹5Cr, we prepare GSTR-9C with reconciliation of differences.
CA review
A CA reviews the complete annual return for accuracy. For GSTR-9C (turnover above ₹5Cr), we prepare the reconciliation for you to self-certify. For all returns, we verify compliance with GST Rules, 2017.
CA on our team
File on GSTN portal
We file the GSTR-9 (and GSTR-9C if applicable) on the GST portal. We confirm the ARN and share the filing acknowledgment with you.
GSTR-9 filing on the GSTN portal is free, but it is not a form you can fill by looking at a single month's data. It requires consolidating 12 months of GSTR-1, GSTR-3B, and GSTR-2B - each with their own amendments and corrections - and reconciling the annual figures with audited accounts. What businesses typically underestimate is GSTR-9C: if aggregate turnover for the year exceeds ₹5 crore, a reconciliation with the audited books is required, which involves matching turnover, tax and ITC entries. We handle the data consolidation, reconciliation and filing as a single workflow.
समय-सीमा
GSTR-9 filing timeline
The annual return takes longer than monthly returns. We start work well before December 31.
| चरण | समय |
|---|---|
| Gather 12 months of GST data | 2-3 days |
| Month-by-month reconciliation | 3-5 days |
| Draft GSTR-9 and populate tables | 2-3 days |
| Cross-verify with audited accounts | 1-2 days |
| CA review and GSTR-9C (if needed) | 2-3 days |
| Filing on GSTN portal | 1 day |
We recommend starting GSTR-9 preparation in November to avoid a December rush. The due date is December 31 - there is no extension guaranteed, and a per-day late fee (capped by turnover) applies from January 1.

फ़ायदे
Why GSTR-9 filing matters beyond compliance
Correct errors from monthly returns
- Finding gaps before you file - GSTR-9 cannot be revised, and additional liability found in it is paid through DRC-03, so a careful reconciliation avoids surprises(GST Portal FAQs on Form GSTR-9)
- Missed ITC cannot be claimed through GSTR-9; it must be claimed in GSTR-3B within the Section 16(4) time limit, so we review ITC well before the year-end cut-off
Annual reconciliation
- GSTR-9 forces a full-year reconciliation of every supply and every ITC entry, surfacing errors that monthly filing hides(GST Rules, 2017)
- For turnover above ₹5Cr, a carefully prepared GSTR-9C reconciliation shows your GST books match your audited financial statements - a credibility signal for investors and banks
Clean compliance record
- A clean GSTR-9 (no mismatches, no pending amendments) reduces scrutiny risk in the next assessment cycle(CGST Act, 2017, Section 73/74)
- Annual return data builds a compliance history that GSTN officers reference during scrutiny - consistent, accurate filings are your best defense
GSTN compliance score
- Timely and accurate GSTR-9 filing contributes positively to your GSTN compliance score, which affects your risk categorization and can reduce the frequency of scrutiny notices(GSTN Risk Management System)
अक्सर होने वाली गलतियाँ
Common GSTR-9 filing mistakes
Expecting GSTR-9 to fix monthly errors
GSTR-9 cannot be used to claim missed ITC and cannot be revised. Correct errors in the monthly returns in time; any extra liability shown in GSTR-9 is paid through DRC-03.
Wrong turnover figure (IGST vs. total)
GSTR-9 asks for turnover under different heads: taxable, exempt, nil-rated, and non-GST. Using total invoice value instead of taxable value inflates figures and triggers scrutiny.
Missing GSTR-9C for turnover above ₹5Cr
If aggregate turnover for the FY exceeds ₹5 crore, GSTR-9C (self-certified) is required. Without it, the annual return is not complete.
Not reconciling GSTR-9 with audited accounts
Turnover, tax payable, and ITC in GSTR-9 must reconcile with audited financial statements. Large mismatches trigger scrutiny under Section 73.
Filing after December 31
A per-day late fee applies (₹50-200/day combined from FY 2022-23, by turnover slab), capped as a percentage of turnover. Over months of delay it can exceed the cost of professional filing.
Missing amendments from monthly returns
If you amended any GSTR-1 or GSTR-3B during the year, the amendment must be reflected in GSTR-9. We track all amendments across 12 months.
Ignoring GSTR-2B vs GSTR-2A difference
GSTR-2B (the authoritative ITC document) replaced GSTR-2A. We reconcile against GSTR-2B for accuracy, not the older GSTR-2A auto-draft.
Composition dealers filing GSTR-9 instead of GSTR-4
Composition taxpayers file GSTR-4 as their annual return (GSTR-9A does not apply from FY 2019-20). For any part of the year spent as a regular taxpayer, GSTR-9 is filed for that period.

सवाल-जवाब
अक्सर पूछे जाने वाले सवाल
GSTR-9 is the annual GST return filed by every regular GST registered taxpayer. It consolidates all monthly returns (GSTR-1 and GSTR-3B) and quarterly returns filed during the financial year. It has 26 tables covering outward supplies, inward supplies, ITC claimed, tax paid, interest, late fees, and corrections to monthly returns. It must be filed by December 31 of the following financial year under Section 44 of the CGST Act, 2017.
Every person registered under the normal GST scheme must file GSTR-9. This includes: taxpayers registered for the full financial year, taxpayers registered for part of the year, and those who filed any monthly returns during the year. Exempt: composition scheme taxpayers (file GSTR-4), input service distributors (file GSTR-6), persons deducting TDS (file GSTR-7), persons collecting TCS (file GSTR-8), casual taxable persons, and non-resident taxable persons (file GSTR-5).
The due date for GSTR-9 is December 31 of the financial year following the relevant assessment year. For example, GSTR-9 for FY 2024-25 must be filed by December 31, 2025. The GST Council may extend this date through notification, but there is no guaranteed extension. Late filing attracts a per-day late fee that is capped by turnover (see the late fee question below).
Section 47(2) of the CGST Act sets ₹100 per day, capped at 0.25% of turnover in the State/UT, with an equal amount under the SGST/UTGST law. For FY 2022-23 onwards, Notification 7/2023-CT reduces the CGST late fee to ₹25 per day where aggregate turnover is up to ₹5 crore, and ₹50 per day where it is above ₹5 crore and up to ₹20 crore, capped at 0.02% of turnover in the State/UT. Combined with SGST/UTGST, that is ₹50 or ₹100 per day, capped at 0.04%. Above ₹20 crore, the Section 47(2) amounts apply (₹200 per day combined, capped at 0.5%). The fee runs from the day after the due date until the return is filed.
GSTR-3B is a monthly summary return filed every month. GSTR-9 is the annual return that consolidates all 12 monthly returns for the entire financial year. GSTR-9 has 26 detailed tables compared to GSTR-3B's simpler format. It cannot be used to claim missed ITC and cannot be revised once filed. GSTR-3B must be filed by the 20th of each month; GSTR-9 must be filed by December 31.
GSTR-9A was the annual return for composition taxpayers. It was optional for FY 2017-18 and 2018-19 and does not apply from FY 2019-20 onwards. Composition taxpayers now file GSTR-4 as their annual return, due by 30 June after the financial year from FY 2024-25.
GSTR-9C is a reconciliation statement filed with GSTR-9 by a registered person whose aggregate turnover in the financial year exceeds ₹5 crore (Rule 80(3)). It reconciles the turnover, tax and ITC in GSTR-9 with the audited financial statements. Since FY 2020-21 (Notification No. 30/2021-Central Tax) it is self-certified by the taxpayer; a CA or CMA certificate is no longer required.
Only partly. You can declare additional tax liability that was missed during the year, and pay it through Form GST DRC-03 with interest where due. You cannot claim missed ITC through GSTR-9, and GSTR-9 cannot be revised once filed. Corrections of earlier returns are made in later GSTR-1 / GSTR-3B returns within the time allowed by Section 39(9).
Late filing of GSTR-9 attracts a per-day late fee under Section 47(2), reduced for FY 2022-23 onwards by Notification 7/2023-CT: ₹50 per day combined (turnover up to ₹5 crore), ₹100 per day (above ₹5 crore up to ₹20 crore) or ₹200 per day (above ₹20 crore), capped as a percentage of turnover in the State/UT. For example, a 90-day delay at ₹50 per day is ₹4,500, subject to the cap. The fee accumulates until the return is filed. We recommend filing by December 31 to avoid it.
No. GSTR-9C is required only where aggregate turnover for the financial year exceeds ₹5 crore. Below that, only GSTR-9 is filed (where GSTR-9 itself is required).
The test is the aggregate turnover for the whole financial year. If the year's total exceeds ₹5 crore, GSTR-9C is required for that year; a single month's figure does not decide it.
Log in to www.gst.gov.in, go to Returns Dashboard, select the financial year, and click on GSTR-9. You can download the filed return as JSON or PDF. The ARN (Application Reference Number) confirms successful filing. A filed GSTR-9C can be downloaded from the same place.
Key tables in GSTR-9 include: Table 4 (outward supplies), Table 5 (inward supplies from ISD), Table 6 (details of ITC availed), Table 7 (details of ITC reversed), Table 8 (other ITC details), Table 9 (details of imports), Table 10 (details of exempt/nil-rated/non-GST outward supplies), Table 11 (details of debit/credit notes), Table 12 (HSN summary), Table 13 (tax payable and paid), Table 14 (interest and late fees), Table 15 (refund claimed), Table 16 (orders of the Appellate Authority), and more. Each table corresponds to a specific aspect of GST compliance.
Neither, for FY 2019-20 onwards. A composition taxpayer files GSTR-4 as the annual return. GSTR-9A applied only to FY 2017-18 and 2018-19 (and was optional). If you were a regular taxpayer for part of the year, GSTR-9 is filed for that part.
GSTR-9B does not exist as a separate form under GST. The annual forms are GSTR-9 (annual return of regular taxpayers) and GSTR-9C (self-certified reconciliation statement where turnover exceeds ₹5 crore). Composition taxpayers file GSTR-4. GSTR-9A applied only to FY 2017-18 and 2018-19.
