What is FCRA registration?

The Foreign Contribution (Regulation) Act, 2010 (FCRA), along with the Foreign Contribution (Regulation) Rules, 2011, governs how Indian NGOs, associations, and individuals can receive and use contributions from foreign sources. It is administered by the Foreign Contribution (Regulation) wing of the Ministry of Home Affairs (MHA), and all applications and compliance filings are done through the fcraonline.nic.in portal.

There are two routes into FCRA compliance. Standard registration is generally available to Trusts, Societies, and Section 8 Companies that are at least three years old and have a genuine, verifiable track record of spending on their core charitable activities. Prior permission is a separate, narrower route for newer organisations that do not yet meet the three-year track record but have a specific foreign donor and a specific project or activity they want to receive funding for.

Once registered (or granted prior permission), an organisation can receive foreign contributions only into its designated FCRA account at the State Bank of India, New Delhi Main Branch - a second 'utilisation' account at another bank is permitted, but the money must first land in the designated account. Registered entities must also file an annual return (Form FC-4) every financial year, maintain separate books for foreign contribution, and observe restrictions on how the funds are spent, including a cap on administrative expenses. Receiving foreign contribution without valid FCRA registration or prior permission is not permitted under the law.

FCRA Registration vs Prior Permission - which route applies to you

Most organisations qualify for one route but not the other - here is how they differ.

  • Any Trust, Society, or Section 8 Company that wants to accept donations, grants, or funding from a foreign source
  • NGOs approached by international foundations, multinational corporates, or overseas donors for project funding

  • NGOs implementing projects funded by UN agencies, bilateral donors, or global development organisations
  • Entities at least 3 years old with demonstrable spending on their core charitable objectives, for the standard registration route

प्रक्रिया

How FCRA registration works

FCRA applications are filed entirely online through fcraonline.nic.in, with scrutiny by the Ministry of Home Affairs.

  1. Assess eligibility and choose the right route

We review your organisation's age, activity history, and financials to determine whether you qualify for standard registration (FC-3A) or should apply for prior permission (FC-3B) instead.

  2. Get your NGO Darpan ID and core registrations in order

A valid NGO Darpan Unique ID, and ideally active 12A/80G registration, strengthen your application - these are increasingly cross-checked during FCRA review.

  3. Set up your designated FCRA bank account

A dedicated account at the SBI New Delhi Main Branch is mandatory before you can receive any foreign contribution. We guide you through this setup.

  4. File the FCRA application on fcraonline.nic.in

We prepare and file Form FC-3A (registration) or FC-3B (prior permission) with the entity's documents, financials, activity reports, and functionary details.

  5. Respond to MHA scrutiny and verification

The Ministry may seek clarifications or conduct a field or background verification before deciding. We help draft responses to any queries raised.

  6. Receive your FCRA registration or prior permission

Once approved, you can legally start receiving foreign contributions into your designated account, and annual compliance - including the mandatory Form FC-4 return - begins.

FCRA approval is at the Ministry of Home Affairs' discretion and is not guaranteed even when every document is in order. Processing commonly takes several months, and MHA does not publish a fixed turnaround time - be cautious of any promise of a fast or guaranteed FCRA approval. Our role is to make sure your application, financials, and activity evidence are complete and consistent, which is what most delays and rejections come down to.

समय-सीमा

How long does FCRA registration take?

There is no guaranteed or fixed timeline for FCRA approval - here is what the process generally involves.

How long does FCRA registration take?
चरणसमय
Eligibility assessment and document collection1-2 weeks
Application filing (FC-3A or FC-3B)A few days once documents are ready
MHA scrutiny and verificationSeveral weeks to a few months
Final decisionNo fixed timeline - commonly several months in total

FCRA processing time depends entirely on the Ministry of Home Affairs' review and verification process, which can include field or background checks. We do not promise a specific approval date, and recommend planning your funding timelines with this uncertainty in mind.

फ़ीस

How much does FCRA registration cost?

The government charges a nominal fee, prescribed by MHA on the FCRA portal at the time of filing. Our professional fee covers eligibility assessment, application preparation, and MHA follow-up.

फ़ायदे

What benefits does FCRA registration give you?

Legal and compliance benefits

  • The only lawful way to receive donations, grants, or funding from a foreign source - unauthorised receipt of foreign contribution is an offence under FCRA and can lead to penalties or account freezing
  • Establishes a compliant, auditable trail for all foreign funds through the designated account and annual FC-4 filing

Funding access

  • Opens the door to international foundations, UN and bilateral development agencies, global crowdfunding platforms, and diaspora donors
  • Enables long-term, recurring international partnerships once standard registration (not just one-time prior permission) is in place

Credibility

  • FCRA registration signals financial rigour and transparency to large donors and grant-making bodies, many of which will not fund an NGO without it
  • Complements NGO Darpan, 12A, and 80G registration to present a fully compliant profile to funders and government reviewers

अक्सर होने वाली गलतियाँ

Common FCRA registration and compliance mistakes

Receiving foreign funds before registration or prior permission is granted

Wait for MHA approval before accepting any foreign contribution. Unauthorised receipt is an offence under FCRA and can trigger penalties or freezing of the organisation's accounts.

Applying for standard registration without a 3-year track record

If your organisation is newer than 3 years, apply for prior permission for your specific donor and project instead of a standard registration you are not yet eligible for.

Mixing FCRA and domestic funds in the same bank account

All foreign contributions must be received only through the dedicated FCRA account at the SBI New Delhi Main Branch - never mix them with your regular operating account.

Missing the annual Form FC-4 return, including in nil-receipt years

Form FC-4 is mandatory every financial year the registration is active, whether or not you received any foreign contribution that year.

Letting registration lapse without applying for renewal in time

FCRA registration is valid for 5 years. Apply for renewal well before expiry - a lapsed registration means you can no longer legally receive foreign contributions until it is restored.
