Rule 1 - Short title and commencement

(1) These rules may be called the Income-tax Rules, 2026.

(2) They shall come into force on the 1st April, 2026.

Rule breakdown

Identify the correct rulebook

Use the 2026 Rules alongside the Income-tax Act, 2025. A notification issued during calendar year 2026 may instead amend the Income-tax Rules, 1962. Read the title and enabling provision before assigning it to this collection.

Separate commencement from filing deadlines

The date on which the Rules commence does not itself answer when a particular return, report, payment or application is due. That question depends on the relevant Act provision, rule, form and any applicable notification.

Check transition and later amendments

For an earlier tax period or an existing proceeding, examine the applicable saving and transition provisions as well as the specific procedural rule. For later amendments, record the stated commencement or retrospective date. Rule 1 alone does not resolve every transition case.

Key takeaways

Exact rulebook

The short title is the Income-tax Rules, 2026.

Commencement

Sub-rule (2) fixes 1 April 2026 as the commencement date.

Provision-specific checks

A later amendment may state its own effective date; Rule 1 does not replace that date.

Practical checklist

  • Record the relevant tax period and legal provision.
  • Confirm whether the notification amends the 2026 or 1962 Rules.
  • Check the effective date of each later amendment relied upon.

Avoid

  • Do not treat 1 April 2026 as the universal filing deadline.
  • Do not infer that an earlier proceeding disappears on commencement.
