What is MSME classification and why does it matter?

MSME (Micro, Small and Medium Enterprises) classification is the official categorization of businesses in India based on their investment in plant and machinery (or equipment for service enterprises) and annual turnover. This classification determines which government schemes, benefits, and support your business qualifies for.

The Ministry of Micro, Small and Medium Enterprises (MSME) revised the classification thresholds in 2020, aligning investment and turnover limits for both manufacturing and service enterprises. As of 2025, a business is classified as: Micro (investment ≤ ₹2.5Cr and turnover ≤ ₹10Cr), Small (investment ≤ ₹10Cr and turnover ≤ ₹100Cr), or Medium (investment ≤ ₹50Cr and turnover ≤ ₹250Cr) for manufacturing enterprises. Service enterprises have lower thresholds.

How to register under Udyam

Udyam Registration is a simple, online, self-declaration process with no registration fees.

Prepare your details

Understanding MSME classification thresholds

  • Manufacturing enterprises - the classic MSME category. For manufacturing enterprises, classification is based on investment in plant and machinery (including equipment, tools, furniture, and fixtures) and annual turnover. The thresholds are: Micro (≤ ₹2.5 Cr investment and ≤ ₹10 Cr turnover), Small (≤ ₹10 Cr investment and ≤ ₹100 Cr turnover), Medium (≤ ₹50 Cr investment and ≤ ₹250 Cr turnover). If either threshold is exceeded, the enterprise moves to the next higher category.
  • Service enterprises - lower investment thresholds. For service enterprises, the classification is based on investment in equipment (rather than plant and machinery) and annual turnover. The thresholds are: Micro (≤ ₹10 lakh investment and ≤ ₹2 Cr turnover), Small (≤ ₹2 Cr investment and ≤ ₹20 Cr turnover), Medium (≤ ₹5 Cr investment and ≤ ₹50 Cr turnover). Service enterprises include IT, consulting, design, logistics, and other service-based businesses.
  • The 'and' rule - both conditions must be met. MSME classification requires that BOTH the investment limit AND the turnover limit are met for a given category. If your investment qualifies you as Micro but your turnover exceeds ₹10 Cr, you would be classified as Small. The business is categorized at the highest level where BOTH conditions are satisfied. If neither Micro nor Small conditions are met but Medium conditions are, you are Medium. If Medium conditions are also exceeded, you are Large.
  • Investment calculation - what counts and what does not. Investment in plant and machinery includes the original cost of all plant, machinery, equipment, tools, and furniture, whether acquired by purchase, lease, hire-purchase, or other means. Second-hand plant and machinery are included at a reduced value (if the machinery was imported new, include at 75% of its original cost). Land and buildings used for the enterprise are excluded from the investment calculation.

Not updating turnover annually

The Udyam portal automatically syncs with GST returns for turnover. If your turnover crosses category limits, you are automatically reclassified. Keep your GST filings up to date.

Confusing MSME registration with other registrations

Udyam Registration is specific for MSMEs. GST registration, PAN registration, and company incorporation are separate. You need all relevant registrations for your business - they serve different purposes.

Waiting to register until you need a loan

Using outdated thresholds

MSME thresholds were revised in 2020. The new thresholds (₹2.5Cr/₹10Cr for Micro, ₹10Cr/₹100Cr for Small, ₹50Cr/₹250Cr for Medium for manufacturing) are significantly higher than the old ones. Make sure you are using current figures.

Yes. MSME classification is automatically updated based on your investment and turnover. If your turnover or investment crosses category limits, you will be reclassified to the next higher category. This is automatically reflected in the Udyam portal. You do not need to apply separately for reclassification.

CGTMSE (Credit Guarantee Fund Trust for Micro and Small Enterprises) is a government trust managed by SIDBI that provides credit guarantees of up to 85% (micro) and 75% (small) to lending institutions. This guarantee enables banks to provide collateral-free loans to MSMEs up to ₹5 crore. You must be Udyam-registered to apply.

Indirectly, yes. Micro enterprises can use presumptive taxation under Section 44AD (for businesses with turnover up to ₹3 Cr in FY 2024-25), which means no need to maintain detailed books or get audited. MSMEs also get stamp duty exemptions in most states. However, MSME registration itself does not directly change your income tax rate - that is determined by your business structure (sole prop, partnership, company).
