Frequently asked questions
Import-export compliance is adherence to laws, regulations, and procedures governing international trade. This includes obtaining licenses, filing documents, paying duties, and following RBI and DGFT regulations.
IEC (Import Export Code) is a 10-digit unique code issued by DGFT for any person undertaking import or export in India. It is mandatory for all importers and exporters.
RCMC (Registration-Cum-Membership Certificate) is issued by Export Promotion Councils (EPCs) and is mandatory for exporters availing benefits under the Foreign Trade Policy.
FEMA (Foreign Exchange Management Act) compliance involves adhering to RBI regulations for foreign exchange transactions. This includes reporting requirements for overseas investments, foreign receipts, and cross-border payments.
Shipping bill is a document filed with customs for export of goods. Bill of entry is filed for import of goods. Both are mandatory documents for customs clearance.
Customs duty is a tax levied on goods imported into or exported from India. Import duty is paid on imports; export duty (rare) is paid on certain restricted exports.
ICEGATE (Indian Customs Electronic Commerce/Electronic Data interchange Gateway) is the online portal for filing shipping bills, bill of entry, and other customs documents.
Common issues include incorrect HS code classification, misdeclaration of value, non-compliance with FEMA rules, missing import licenses, and failure to comply with BIS/quality certification requirements.
Export incentive schemes include MEIS/SEIS (replaced by RODTEP), duty drawback, duty-free import of inputs, tax rebates, and special economic zone benefits. These reduce the cost of exports and improve competitiveness.
No. IEC is mandatory for all export transactions. Even exports through the India Post or courier services require IEC for commercial shipments.
Penalties vary based on the violation. Non-compliance with customs regulations can attract penalties up to the value of goods or imprisonment. DGFT violations attract fines under the Customs Act and FEMA.
IEC registration typically takes 2-3 working days if all documents are in order. The IEC code is now PAN-linked and valid for lifetime.
HS (Harmonized System) code is an internationally standardized numerical method of classifying traded products. Correct HS code classification determines the applicable customs duty rate and is critical for import/export compliance.
AD Code is a unique identification number assigned by RBI to authorized banks for handling foreign exchange transactions. It is required on shipping bills for export and must be registered with customs.
Shipping bill is the primary document filed with customs for export clearance. It contains details of goods being exported, their value, destination, and other relevant information. It is filed through the ICEGATE portal.
Export Promotion Councils (EPCs) are government-supported organizations that promote specific product exports. Registration with EPCs provides RCMC certificates and access to export benefits under DGFT schemes.
