BIS Hallmarking Scheme * Gold & Silver Jewellery

BIS Hallmark Registration for Jewellers

Hallmarking on gold jewellery has been mandatory in India since June 2021, with a phased rollout of HUID (Hallmark Unique Identification) that now covers jewellers above a specified annual turnover. Selling unhallmarked gold jewellery above that threshold without BIS registration can attract penalties. We handle your jeweller registration with BIS on the Manak Online portal, guide you through HUID-compliant invoicing, and coordinate with BIS-recognised Assaying & Hallmarking Centres (AHCs) for testing and marking of your jewellery items - so you can sell compliant, hallmarked gold and silver jewellery without the paperwork slowing your business down.

What is BIS Hallmark registration?

BIS Hallmarking is the Bureau of Indian Standards' certification of the purity of gold and silver jewellery sold in India. A hallmark confirms the metal's purity grade (such as 22K, 18K, or 14K for gold) and is applied at a BIS-recognised Assaying & Hallmarking Centre (AHC) after the item is tested. It gives buyers an independently verified assurance of what they're paying for.

Hallmarking of gold jewellery and artefacts became mandatory across India from June 2021, rolled out in phases by district and, more recently, tied to HUID - a unique alphanumeric Hallmark Unique Identification number assigned to each individual piece of jewellery at the time of hallmarking. This allows every hallmarked item to be traced back to its testing and marking record. Jewellers below a certain annual turnover are generally exempt from the mandatory requirement, though the exact threshold is periodically reviewed by BIS, so it's worth confirming current applicability for your specific business.

There are two separate steps involved: jeweller registration, where your business itself gets registered with BIS (done online via the Manak Online portal), and per-item hallmarking, where individual jewellery pieces are sent to a BIS-recognised AHC for testing and marking. Silver jewellery hallmarking, by contrast, is largely voluntary in India except where separately notified, though many jewellers choose to hallmark silver items too for consumer trust.

Eligibility

Who needs BIS Hallmark registration?

Hallmark registration is required for jewellers selling gold jewellery above the government's notified turnover threshold, and is a strong business signal even where it isn't strictly mandatory.

  • Jewellery retailers and showrooms selling gold jewellery or artefacts above the notified annual turnover threshold
  • Manufacturers and wholesalers of gold jewellery supplying to retailers or directly to consumers
  • Jewellers wanting to register for silver hallmarking voluntarily, to build consumer trust even where it isn't mandatory
  • E-commerce sellers and online jewellery brands selling gold jewellery to customers across India
  • Jewellers whose existing BIS registration is nearing expiry and needs renewal
  • New jewellery businesses setting up a showroom or manufacturing unit that plan to sell gold jewellery

Process

How BIS Hallmark registration works

Registering your business with BIS is a separate step from getting individual jewellery items hallmarked at an Assaying & Hallmarking Centre.

1

Register your jewellery business with BIS

We prepare and file your jeweller registration application on the BIS registration portal, along with business proof, premises details, and identity documents.

2

Document verification and registration certificate

BIS reviews your application and, once satisfied, issues your jeweller registration certificate, which needs to be renewed periodically.

3

Send jewellery items to a BIS-recognised AHC

Individual jewellery pieces are sent to a BIS-recognised Assaying & Hallmarking Centre for purity testing - this is separate from and happens after your business registration.

4

AHC tests purity and applies the HUID hallmark

The AHC verifies the metal's purity grade and applies the hallmark along with a unique HUID number to each item, which is recorded against your registration.

5

Sell hallmarked jewellery with compliant invoicing

Once items are hallmarked, you can sell them with HUID-compliant billing, which is what BIS enforcement and consumer protection checks look for.

Per-item hallmarking charges are paid directly to the Assaying & Hallmarking Centre as per BIS-notified rates - these are separate from our professional fee for handling your registration and compliance setup. Turnover exemption thresholds are reviewed periodically by BIS, so we confirm current applicability to your business rather than relying on a fixed number.

FAQ

Frequently asked questions

Yes, hallmarking of gold jewellery and artefacts has been mandatory in India since June 2021, rolled out in phases, and now tied to HUID (Hallmark Unique Identification) for jewellers above a specified turnover threshold.

HUID stands for Hallmark Unique Identification - a unique alphanumeric number assigned to each individual piece of jewellery at the time of hallmarking, allowing it to be traced back to its specific testing and marking record.

No, silver hallmarking is largely voluntary in India except where separately notified for specific categories. Many jewellers still choose to hallmark silver items to build consumer trust, even though it isn't legally required in most cases.

Jewellers above a government-notified annual turnover threshold are required to register with BIS for hallmarking. Very small jewellers below that threshold are generally exempt, though the exact figure is reviewed periodically - we confirm current applicability for your specific business.

Jeweller registration is your business getting registered with BIS on the Manak Online portal. Hallmarking is the separate, per-item process where individual jewellery pieces are tested for purity and marked at a BIS-recognised Assaying & Hallmarking Centre (AHC).

Jewellery is hallmarked at a BIS-recognised Assaying & Hallmarking Centre (AHC). You don't hallmark items yourself - registered jewellers send pieces to an AHC, which tests purity and applies the hallmark and HUID.

Our professional fee for jeweller registration starts at ₹4,999. The government registration fee is charged separately as per the current BIS fee schedule, and per-item hallmarking charges at the AHC are paid directly to the centre at BIS-notified rates.

Selling gold jewellery without valid BIS hallmarking, when your business is above the notified turnover threshold, can attract penalties and enforcement action under the BIS Act and hallmarking regulations.

Timelines vary based on documentation completeness and BIS's review process. We prepare and file complete applications to avoid back-and-forth queries that extend the timeline.

Registration requirements can depend on your business structure and number of locations - we review your specific setup (single showroom, multiple branches, or manufacturing plus retail) to confirm exactly what needs to be registered.

BIS hallmarking covers standard gold purity grades such as 22K, 18K, and 14K, among others, verified and marked at the Assaying & Hallmarking Centre based on testing of the specific item.

Yes, BIS jeweller registration needs to be renewed periodically before it expires. We track your renewal timeline and can handle the renewal filing so your registration doesn't lapse.

Yes. Online jewellery sellers are subject to the same hallmarking requirements as physical showrooms if they're selling gold jewellery above the notified turnover threshold, and can register and get their inventory hallmarked the same way.

The mandatory hallmarking rule primarily governs the sale of new jewellery by registered jewellers. Rules around exchange, resale, or old jewellery owned by consumers can differ - check with our team for guidance specific to your situation.

Yes. Alongside handling your BIS jeweller registration, we help coordinate with BIS-recognised Assaying & Hallmarking Centres near your location for ongoing per-item hallmarking of your inventory.
