What DPIIT reviewers are actually checking for

DPIIT's recognition criteria ask whether your business is 'working towards innovation, development or improvement of products or processes or services, or is a scalable business model with a high potential of employment generation or wealth creation.' Reviewers read hundreds of these notes a week, so the ones that pass on the first try are specific, not aspirational.

In practice, a reviewer is scanning for three things: what exact problem you solve, how your approach differs from what already exists, and some evidence - even early - that it works. An innovation note that could describe a dozen other companies with the name swapped is the fastest way to get sent back.

The structure that works

A strong innovation note runs 300-500 words and covers five things, in this order:

• The problem - stated in one or two sentences, specific to a real customer or market gap, not a generic industry pain point.
• Your approach - what you actually built or are building, described concretely enough that a non-expert reviewer understands the mechanism, not just the outcome.
• What's different - explicitly name the existing alternatives (competitors, manual processes, older technology) and say what changes with your approach.
• Evidence, even early - a working prototype, a pilot customer, a patent filing, usage numbers, or a specific technical benchmark. 'We are building an app for X' with nothing else is the single most common reason applications are sent back.
• Scale potential - one or two sentences on why this can grow beyond the first customer or use case, tying back to DPIIT's 'scalable business model' language.

Three mistakes that trigger clarification queries

• Marketing language instead of specifics - phrases like 'revolutionary,' 'disruptive,' or 'first of its kind' without backing them up read as filler to a reviewer, not substance.
• Describing the business, not the innovation - a note that only explains what the company does (e.g. 'we sell handmade soap online') without addressing what's actually novel about the product, process, or model gets flagged.
• Copying language from your website - DPIIT reviewers cross-check the innovation note against your incorporation documents and any public information. A note that reads like marketing copy, disconnected from what's actually being built, invites a query.

What a good innovation note looks like in practice

Here is the shape of a note that passes on the first try, without naming a real company: a two-founder team building inventory-forecasting software for regional grocery chains states the problem (small grocers over-order perishables because they use spreadsheets, not demand data), the approach (a model trained on regional festival and weather data specific to Tier-2 cities, not a generic US-built forecasting tool), what's different (existing retail forecasting tools are built for large chains and priced out of this segment, and don't account for regional demand spikes), evidence (a 3-month pilot with two grocery chains showing a measured reduction in spoilage), and scale potential (the same model architecture extends to any perishables retailer, not just groceries).

Notice what's absent: no buzzwords, no claims that can't be checked, and every sentence adds information a reviewer didn't already have from the company name alone.
